Random Start up and reboot

Hi,
My friend Tommy has a random reboot problem.

His comp. will randomly go throught the shutdown procedure and when it is just sitting there off it will just turn itself on for no reason

after this started to happen we changed his Power Supply and it still did it
Then we changed his mobo. and it still happend
we checked each RAM stick his CPU and they are all fine
it reboots in BIOS so we dont think it is the drives

any suggestions or things to check

no it is not overheating

it is running at 40 C at full useage
the chipset is 39 C at full useage
 
no even with the DSL modem and all LAN unpluged it still does it


i think that it could be a grounding issue like where the screws go into the mobo there is no ring so the screw directly touches the mobo

would this couse the problem?????????????
 
have you tried doing a flash to bios....what you do is take the little jumper that sit's next to the ram sticks.

it will have 3-prongs on it & the jumper w/be on two of the prongs...just move the jumper over to the other side.(make shure u unplug your comp. 1st)

then re-boot your computer...when it say's that the jumper has been re-set. turn off comp. (make shure u unplug it 1st)...then move jumper back to it's original position.
