Put the CD in, reboot, set up your BIOs to read for boot from the CD first - reboot and load from the CD.

Get it to install a new installation of Windows. It'll bring you to a partitioning wizard which is pretty straightforward; just delete all of the partitions and create a new one with all available space on it. Then go to install Windows on that.

The rest it guides you through.
 
Well first you have to tell us if this is a secondary hard drive cuz its alot easier if it is a second one.

If it is a second hard drive:

Go to my computer, right click and click on manage. IN there you will see some options on is called Disk Management or something. After that just select the hard drive you want to format and right click on it and select format.

Or you could just open My Computer and right click the drive and click format.

Its that simple.
 
I just have to say,
you cannot use Fdisk to format a hard disk, Fdisk is a dos based partitioning tool.
 
You Start MS-DOS and type C:\Format then press enter. (Where C IS your Hard Drive) Hope this works!!
 
You can use Fdisk, so that Windows can then see the drive, Then you could Right click on it and Format it. (if it a second drive).

But the easiest is to follow Lord K's advice.
