your reset button could be stuck in the closed position-spray with wd -40 lightly
Check power supply and cpu fans for operation.
Improper bios settings for an incorrect cpu speed can cause this.-Check speed settings for memory.
Bios could have a virus-clear bios with the jumper and then choose the "safe" settings found in most bios.

just yank out the connections to the motherboard from the reset button and then see if anything works.
