Can C++ be used as a gui or no? Like if you work hard enough can u make a gui

if you mean can you make your own windows GUI, to run on top of eithe the DOS or NT kernel, (or make a window manager/shell for linux), then yes it can,

You could also make a shell to run on the desktop as a full screen application just so you can have things arranged as you want them.

Yeah - C++ can do practically anything in Windows. Maybe C# would be better for the particular task though?

c# is based almost entirely on classes, and it is a lot simpler syntax. It also has a whole lot of features, like memory cleanup etc. C++ is a little more basic; it has fewer included features, but is still powerful. It really depeds what you like
