Scroll to the very bottom of the topic page and in the bottom right hand corner sits "select a rateing" I rated your,now its your turn.

Or if you want to rate the person (lets say me) for being a generally brilliant person by adding to my Reputation; or rate Bluto for being a big meanie, then click the Reputation Link next to the Edit Post Button and say Good for me, and Bad for Bluto. Or bad for Myself, and good for Bluto.
