My com cant shut down

You try switching the wires from your mobo to your case...the ones particuarly dealing with RESET and POWER...the colors of wires from cases and motherboards tend to not match up right so you may have to experiment with the polarities of the wires.

Have you tried going into safe mode and checking your boot.ini file or bootlog. During bootup unplug your power supply, check your cables and also do you have a TV out card? I've seen that happen when the TV out card was hooked up; problem stopped when it was unplugged!
From your signature, you are using Linux! Could be a compatability issue.
